Grading is partly subjective, and overgrading has always been a part of numismatics. Savvy collectors learn to grade for themselves rather than accept at face value the grade of a coin assigned by someone else.
Overgraded - Designated with a higher grade than merited.
Overstrike - An impression made with different dies on a previously struck coin.
Overgraded - Designated with a higher grade than merited.

If you think a coin is vastly overgraded or undergraded, make a discreet note in your catalog. Then see what price the coin brings. Does the market agree or disagree with you?
A coin that has been priced higher than the market suggests as a fair retail price. May be a result of the coin being Overgraded and priced at this higher, incorrect grade.

With all these areas for purchasing quite often your fingers can get burned with overgraded coins, poor images or coins with imperfections that aren't stated when you are unable to personally view your purchases before buying.

Please see my article on eBay buying tips if you are an eBay novice to prevent getting ripped off. While the coins on eBay are typically overgraded, you can still get what you want if you are careful.
These grading standards are Conservative; others with lower standards try to sell Overgraded coins one or two grades higher than these guidelines.
Despite the inherent subjectivity of grading, VF is clearly is a full grade overgraded, perhaps more if you grade the obverse (Very Good) and reverse (Fine) separately.
