Cannot figure out why a 1988 MS70 Silver Eagle Regular Strike is listed at 4000 while the 1988-S Proof70 lists for 2200, then drops way down to 120 for a Proof69. Who sets these prices, the buyers and sellers or the coin grading business?

It also leads me to the conclusion that the DDR my have been discovered during production, and the die pulled. With the relative ease of finding mint state examples of 1935-P regular strikes, THIS ONE is just darn RARE to locate.
A single Small Eagle example is known with a lettered edge and two regular strike examples exist in brass. Later the obverse dies were used for several token issues, most notably the Washington Ship Halfpenny and the Washington Liverpoool Halfpenny.
