CANCELLED TO ORDER - A postage stamp bearing a cancel (invariably neat), but never postally used. Provided as a service by some postal administrations. Stamps so cancelled are not always distinguishable from postally used.

Cancelled To Order. Stamps sold by governments in cancelled condition, usually with full gum on the reverse, which have never fulfilled their postal duty.
Cantonnals. Stamps issued by authority of the cantonnal governments of Switzerland.

A cancelled to order (also called CTOs) postage stamp is a stamp the issuing postal service has canceled (marked as used) before selling it to a stamp collector or dealer.

Gefälligkeits-gestempelt: (Ger.) cancelled to order.
Gefälscht: (Ger.) forged, counterfeit.
Gefalzt: (Ger.) hinged.

Cachet - Special handstamp (often a 'rubber stamp'), manuscript note, adhesive label or printed design borne by a postal item and confirming unusually a particular route or an interesting usage; e.g.

Cancelled to order (CTO) stamps have been postmarked even if they have not been used.

The term is also loosely used to denote the postmarks made by these instruments. Stamps affixed to envelopes may bear a postal cancellation but CTO (cancelled to order) items, ie mint or unaffixed stamps, ...
