CTO: "Canceled-to-order. Stamps are ""canceled to order,'' usually in full sheets, by many governments. The cancels may be printed on the stamps at the same time that the stamp design is printed.

Another form of CTO is especially common in countries that try to make money from collectors by issuing large numbers of decorative stamps.

Sand Dunes stamps come to the philatelic market primarily in CTO condition. That is, canceled to order by the philatelic agents that handle the counties' postal sales.

Cancelled to order (CTO) stamps have been postmarked even if they have not been used.

CTO stamps are sold to stamp dealers at large discounts from face value. CTO stamps have never seen actual postal use. Most catalogs say whether they price CTO stamps or genuinely used ones.

The term is also loosely used to denote the postmarks made by these instruments. Stamps affixed to envelopes may bear a postal cancellation but CTO (cancelled to order) items, ie mint or unaffixed stamps, ...
