Postal Inspection Service - In 1772, postal inspectors (or 'surveyors') were first contracted by Deputy Postmaster General Benjamin Franklin to conduct audits on various postmasters and their accounts.
In 1691, the British postal service in London was organized under Thomas Neale, the Deputy Postmaster General. He was assigned in handling all the mails arriving from abroad and destined to various British settlements in North America.
Because the design was so primitive and liable to forgery, the stamps were initialed before use, as a control mark, by the deputy postmaster general or by one of the clerks of the Georgetown post office.
