Federal Officials
After the discovery of a very large theft of postage stamps in 1937 in one of the government departments, all departments were required to use perfins, effective July 1, 1939.

Official: Stamp or stationery issued solely for the use of government departments and officials. In many countries such items may be available to collectors in unused condition from the postal authority.

Official Stamps Stamps specially printed or overprinted for use by governments or government departments.
Overprint Additional inscription or device printed on the face of a stamp to denote an event, special usage, etc.

OFFICIAL STAMPS: Special adhesive stamps used by various departments of the government. Cat. Designation: "O"
OMNIBUS ISSUE: Stamps issued by several different countries commemorating the same event and often having similar designs.

Official. Stamp or stationery used to pay postage by a government agency.
Offset Printing. A printing process that transfers an inked image from a plate to a roller, the roller then applying the ink to the paper.

Official: Stamp or stationery which are issued solely for official use.
Omnibus issue: An issue released by several countries to commemorate a common theme.
On paper: Stamps which are still affixed to the envelope.

Official Mail - mail sent by a government agency, using official stamps or a penalty envelope.
Official Postal Cards - postal cards issued for use by federal government departments. Scott numbers are prefixed with UZ.

official mail—Mail authorized by federal law to be sent by government officials without postage prepayment. It includes franked mail sent by members of Congress and penalty mail sent by U.S. government agencies.

Official Reprint - Stamps reprinted at a later date by the original issuing entity and using the original plates.
Off Paper - Describes a stamp soaked off from paper.

According to a history of the event published for WIPA 2000, there have been five WIPA's - 1881, 1933, 1965, 1981, and 2000.

Official issue - a stamp issued for use on official correspondence. When inscribed or overprinted for use by specific government departments, the stamp is referred to as 'Departmental'.

Officially the United States was seventh on the list, with its regular 5-cent and 10-cent stamps of 1847; but unofficially it was second, for there was a private letter post operated in New York by Alexander M. Grieg and Henry Thomas Windsor.

Reissue -- An official reprinting of a stamp from an obsolete or discontinued issue. Reissues are valid for postage. See also Reprint.

Stamp: An officially issued postage label, often adhesive, attesting that payment has been rendered for mail delivery. Initially used as a verb, meaning to imprint or impress; as in, to stamp a design.

This might include air mail, special delivery, semi-official, official, postage due, local issues, stamped envelopes, post cards, hunting permit stamps, essays, and revenue stamps.

Pigeon Post: The first official pigeon post was inaugurated during the Franco-Prussian War of 1870-72. Messages were carried by pigeons in sealed tubes.

At times, post offices have been known to sell stamps before the official date of issue. When this occurs it is noted, but the date of issue remains the first day of issue.

The first one, on the left, has a postmark in the French language, which is the other official language of Canada. You probably already noticed some French writing on other Canadian stamps you have seen so far.

On May 6, 1840 the first adhesive stamp "Penny Black" was officially issued. If you notice you will see that the stamp does not have the name of the country. None of the British Stamps have the name of the country on them.

The first stamp collector was John Bourke, Receiver-General of Stamp Duties in Ireland. He formed a collection of fiscal stamps in an album in 1774.
