The origin of the system was a decree of the Council of State of 1652 [1] confirmed by an ordinance of 2 September 1654 [2] during the Cromwellian period. Letters that were "for the service of the Commonwealth" were free of charge.

 


The civil war that Americans are most familiar with is our own. In response to the election of Abraham Lincoln as president of the United States, South Carolina passed an ordinance of secession Dec. 20, 1860.
