Glossary Of Philatelic Terms
This glossary defines nearly 300 terms frequently encountered by stamp collectors and cover collectors. Precise definitions for many philatelic terms do not exist.

Commemorative: In general philatelic terms, a stamp issued for a limited time and limited quantity to honour a certain person, event, anniversary or group. For marcophilists, a postmark commemorates a particular event.

COMMEMORATIVE - stamps are stamps issued on special occasions to commemorate an event or in memory of a person. These stamps are printed in limited numbers and are usually available from the philatelic counters in the Post Office.

Philatelic Material and Inherent Vice
When considering the best presentation and storage conditions for paper artifacts (like stamps) and photographs, I advise against applying any type of adhesive to collection pieces.

Philatelic Cover - a cover that is philatelic in origin, as opposed to a cover produced in the normal course of commercial or personal correspondence.
Philatelic Foundation, The - a leading organization in the expertization of stamps.

Philatelic Numismatic Combination (PNC) - A combination of a cover, coin and a related stamp.

The official sales arm of any postal authority. Most countries maintain some form of agency to facilitate foreign sales.

Expertization. The examination of a philatelic item by an acknowledged expert in order to see if the item is genuine. This generally means an experizing body such as the American Philatelic Expertizing Service.

You can find precancel literature directly from the publishers, from philatelic supply houses, or from dealers. Here are several good sources:

As you can see, determining colors and shades is not for the faint of heart. Even experts can sometimes disagree. The bottom line is do the best you can and ask your other philatelic friends or possibly a dealer to give you a hand.

FORGERY- [1] Postal item fraudulently manufactured with intent to deceive either the post office (postal forgery) or collectors (fake). [2] A fraudulently produced or altered philatelic item intended to deceive the collector.

Alternately, you can go to the American Philatelic Society Web site and click on their "Local Clubs" link to find stamp clubs in your area.
Shortcomings:
The only real shortcoming here is that there might not be a stamp club in your area.

The first Australian miniature sheet was issued on 29 October 1928. It featured four 3d stamps with a Kookaburra on a branch of a gum tree. The miniature sheet commemorated the Fourth Australian Philatelic Exhibition held in Melbourne.

The term is also loosely used to denote the postmarks made by these instruments. Stamps affixed to envelopes may bear a postal cancellation but CTO (cancelled to order) items, ie mint or unaffixed stamps, will receive a Philatelic Bureau ...

In modern times pigeons have been used by the armed forces, especially in time of war; also, other unofficial services are in use from time to time, items carried being of a ‘philatelic souvenir' nature.
