The Philippines became a commonwealth of the United States in 1935 and an independent republic in 1946. American troops landed on Puerto Rico in July 1898, and mail service was established under the direction of the U.S. military shortly afterward.

I once questioned a Philippines stamp with the overprint: "'Help me stop smuggling' - President Marcos." Did the president have a smuggling problem he was trying to kick? If not, pretty odd wording there.
