Recut: an unhardened printing plate that has been retouched. Recycled Paper: replaced watermarked paper starting in 1992. Red: informal term for a piece of registered mail; name came when registered mail was sent in red-striped pouches.
There are varieties called "retouch around the letters 'USTRA' " (in "Australia") and one called "retouched shading at right" for the type I stamps with highlighted background, neither of which I found in my accumulation.
What the collectors probably didn't know was the photo that was taken of the sailors was retouched so no living person was appearing on a U.S. postage stamp. All the faces were changed so any real sailors were unrecognizable.
