Universal Postal Union (UPU) - the UPU or Union Postale Universelle (its official title) originated and was first organized by Dr.

Universal Postal Union: An international organization formed in 1874, to regulate and standardize postal usage and to facilitate the movement of mail between member nations.
Unused: A stamp which is not cancelled as it is not used as postage.
