Zemstvo Name given to the locals posts and stamps of towns and districts in Russia beyond the scope of the Imperial postal services .

 


Zemstvo: A local stamp issued by Russian municipal governments or zemstvos, in accordance with an imperial edict of 1870.

Zemstvo issues - Russian local posts and stamps, 1870 to 1890.
Zeppelins: The stamps issued for, or in honor of, zeppelin flights. Cacheted covers carried on such flights are Zeppelin covers.
ZIP block: U.S.

In rural Russia Zemstvo Post handled local mail independently of the central government; some of these lasted until the 1917 revolution.
