What is Fill Flash?
Fill flash generally means that a photographer has used a flash to "fill in" shadowy areas of a composition.

Fill-Flash photography refers a method of taking pictures in which flash is used in bright light to flesh out details located in shadowy areas. Fill-flash is generally used in outdoor shots with full sun.

A way of reducing harsh contrast by adding light to darker or shaded areas of the subject using a reflective material or flash.
Fill light describes any light source that is ancillary to the main light and designed to slightly lift shadow areas of an image.
Fill flash illuminates this backlit sunflower against the sky. If flash hadn't been used, the flower would have had dark shadow areas.

Tip: Fill Flash
One of the most useful applications of your camera's flash is overlooked by amateur photographers. That is the role of a fill flash.
Use Content-Aware fill to replace missing bits. First make your top layer into a new file by going to Layer > Duplicate Layer and changing the Destination to Document: New.
Keep in mind that Fill Flash can be overdone. If you beef up the flash too much your shots can look artificial and overexposed. Aim for subtlety when using a flash and you'll really lift your shots.
