The Magic Wand Tool
You can quickly make a very rudimentary contrast mask using the Magic Wand tool in Photoshop.
1. Set a low tolerance for the tool (try 11).
2. Click on a near-black area of the image.

Use the Magic Wand Tool to select the area (color) you want to accent.

Like the Magic Wand tool, the Color Range tool works well with images, such as this one, where the color of the object to be selected contrasts with the surrounding colors. If this is not the case, another selection tool should be utilized.
13 The Magic Wand tool is useful for selecting large areas of a document that has a similar colour. If you, for example, were to select all the red in a stop sign, this would be your tool.

Hint When using the magic wand tool uncheck the "contiguous" box to allow the tool to select all of a specific color in an image instead of just the the areas touching each other.
Spatial filtering and magic wands
How can photographs have frequencies (like the numbers on a radio dial)? Here's how it works.
Magic Wand: By clicking in part of an image, the tool selects everything of a similar tone or color.
Dodge/Burn Tools: Similar to traditional darkroom, dodging lightens and burning darkens parts of the image.
Quick Select is what you always wished the magic wand was. But as remarkable of a job as it does in selecting things, Refine Edges does it one better.
The Magic Wand tool may work and would be worth a try, but would be time consuming to select each portion of the sky between the boats.
First, use Photoshop's Magic Wand to select most of the red portion of your subject's eye. Then make the person's pupil darker (Image > Adjust > Brightness/Contrast).
There are various tools available for making selections, in this case, because the sky is pretty much all one color and tone, the best tool to use is the 'magic wand'.
