Since the objective of panning is to make the movement of the subject obvious in the picture, use a slow shutter speed. The right shutter speed may vary due to lighting and as to how fast your subject is.

PANNING - Technique that involves taking a picture while moving the camera at a relatively slow shutter speed. It is almost always used when tracking a moving object, such as a race car, as it travels across the film plane.

Panning Refers to following a subject with the camera and keeping it in the same position in the viewfinder as it moves across (not towards or away from) the field of view.

'Panning' is moving the camera to follow the subject and is best done with the camera on a tripod, you can see that I didn't use one here by the shape of the background streaks. If I had used a tripod these would be straight.

Focus in on a close-up that tells the whole story;
Move around until you arrange the telephone lines into a neat pattern that leads to the subject; or
Take a panning shot that makes the cable car remain in focus while the background goes blurry.
