Put simply this is designed to detect and sharpen edges whilst using noise reduction to keep flat areas smooth.

Lower settings primarily sharpen edges to remove blurring. Higher values are useful for making the textures in the image more pronounced.
Masking - keeps the sharpening from being applied to smooth, solid areas of the photo, such as skin and sky.

Finally, you'll notice I haven't mentioned the basic Sharpen, Sharpen Edges and Sharpen More filters on the Filter >> Sharpen menu and you may have been wondering why. The short answer is that they really aren't worth mentioning.

At a given size, more pixels add detail and sharpen edges. However, there are always size limits. When you enlarge any digital image enough, the pixels begin to show—an effect called pixelization.

Forget the filters Sharpen, Sharpen More and Sharpen Edges. They're just default settings of Unsharp Mask.
