Almost all Navy imaging facilities use variable contrast printing papers. To control contrast with this type of paper, you must use variable contrast printing filters.
Most of my own printing procedures have changed significantly to take advantage of outstanding variable contrast papers, which give me far greater options and flexibility than I had a decade ago.
Probably most used is variable contrast or polycontrast. Variable contrast allows you to change the contrast of the paper by altering the color of light coming from the enlarger, most often by using polycontrast filters.
If you want to use the zone system for developing (not really needed today with variable contrast paper or scanning) then you can run your tests, and tell them to push or pull as you like.
Concerning TMY, I've had excellant results when developed in PMK Pyro and printed on variable contrast papers. The steepness of the curve in the highlights is controlled very nicely by the built-in low contrast filtration of the pyro stain.
